Introducing our Strategic Plan 2026-28

As we conclude our current Strategic Plan cycle, we are pleased to launch our new Strategic Plan, which defines our key strategic objectives for the coming years and reaffirms our commitment to newcomers and immigration in Canada.

Our new Plan for 2026–28 is a roadmap shaped by deep reflection, community insight, and our unwavering belief in the potential of every newcomer to British Columbia (BC).  

This plan emerges at a time of profound change. Immigration is under the spotlight in a way not seen for a generation, both in Canada and abroad. Newcomers are navigating increasingly complex settlement journeys, communities are adapting to rapid demographic and economic shifts, and organizations like ours are being called to lead with clarity, courage, and collaboration.  

In this environment, we have chosen to focus on what matters most: delivering exceptional services, strengthening community belonging, advocating for positive solutions, and ensuring ISSofBC remains resilient and sustainable for the long term.

Our mission

As part of the new Strategic Plan, we have updated our mission to reaffirm our commitment to diversity and inclusion for newcomers and other diverse communities across British Columbia and Canada.

It is a difficult time for the settlement sector, with heightened geopolitical tensions and declining confidence in Canada’s immigration system, which is reducing public support for immigration.

Despite this negativity, we remain firmly convinced that immigration is vital to Canada’s economic, political, and social future, but we are also adapting to this new reality. This is most clearly reflected in the four main strategic goals set out in our Strategic Plan 2026-28.

1. Service & Client Outcomes

We will deliver accessible, culturally responsive services rooted in equity and designed to meet people’s needs. This includes enhancing services for priority groups, strengthening economic integration, expanding partnerships, and increasing the use of digital tools. 

2. Community Engagement & System Impact 

We will strengthen public trust in immigration by amplifying newcomer stories, building cross-sector alliances, and influencing policies that support newcomer well-being. 

3. Financial Sustainability & Revenue Diversification 

We will expand and diversify our funding through social enterprise, philanthropy, partnerships, and new revenue streams—ensuring long-term stability for our programs and communities. 

4. Organizational Resilience & Capacity 

Our staff drives our success. We will invest in our people, systems, digital tools, infrastructure, and governance to support excellence, innovation, and long-term impact. 

Why this plan matters 

This strategy positions ISSofBC for a changing world. It ensures we can adapt, innovate, and deliver exceptional support for newcomers while building a stronger, more inclusive British Columbia and Canada.
