Who can join
You may qualify if you:
Live in the Mainland/Southwest BC area.
Are unemployed or precariously employed (unstable work).
Have CLB 4 English or higher.
Are a Permanent Resident, naturalized Canadian Citizen, Open Work Permit holder (including CUAET and refugee claimants), refugee (protected person) with an open work permit, or an international student graduate with an OWP
