Moving Forward Together: Supporting Newcomers Through Change

A moment of reflection

As we navigate a period of change across Canada’s immigration and settlement sector, we want to take a moment to reflect on what this means for the newcomers, communities, and partners we serve.

Strong settlement services and an effective immigration system are essential to building a prosperous, inclusive, and sustainable future for Canada—especially in an increasingly complex global environment.

Recent federal reviews of immigration and settlement programming have introduced changes to funding, eligibility, and service delivery. Immigration levels have also been reduced, creating a period of transition for organizations and communities across the country.  

At ISSofBC, we recognize that this is a time of adjustment—for newcomers, for service providers, and for the broader sector.  

What’s changing across the sector

Across Canada, settlement organizations are adapting to evolving realities, including changes to program access and delivery. These changes are significant, for example, the decision to end intermediate to advanced English language LINC classes impacts a long-standing foundation of Canada’s immigration system.  

These changes come at a time when many newcomers—including immigrants and refugees—are already navigating uncertainty. Global events, including those in the Middle East, are also affecting many individuals and families in our communities.  

Why this matters right now

Funding changes are impacting not only newcomers, but also the diverse workforce that supports them—many of whom bring lived experience as newcomers themselves. Across the sector, this is contributing to staffing changes, shifts in service delivery, and the consolidation of program locations.  

We want to acknowledge these changes openly.  

At the same time, the need for accessible, high-quality settlement services remains strong. Supporting newcomers to build their lives in Canada—through employment, language, and community connection—continues to be essential to strong, thriving communities.

Moving forward together

At ISSofBC, we remain focused on what matters most: welcoming newcomers with care, providing clear and accessible services, and supporting individuals and families as they build confidence, connection, and a sense of belonging.  

We are continuing to work closely with partners, funders, and communities to respond thoughtfully to these changes and to advocate for services that reflect the evolving needs of newcomers in British Columbia and across Canada.
