ISSofBC currently has spaces available in free online English LINC classes at Canadian Language Benchmark (CLB) 4 for eligible newcomers living across the Lower Mainland.
If you want to improve your English for everyday life, work, or your future goals in Canada, reaching CLB 4 can be an important milestone.
What are the benefits of reaching CLB 4?
Reaching CLB 4 can make you feel more confident using English in everyday situations, at work, and in your community.
It can also support future Canadian citizenship goals. For citizenship applicants ages 18 to 54, the Government of Canada requires proof of English or French ability at CLB 4 or higher in speaking and listening.
A LINC certificate showing CLB 4 or higher in these skills can be accepted as proof of language ability for a citizenship application.

What can I learn in a CLB 4 LINC class?
LINC supports eligible newcomers in building practical English skills for everyday life in Canada.
At CLB 4, students continue developing their:
- Speaking and listening
- Reading and writing
- Confidence in everyday conversations
- Communication skills for work and community life
- Knowledge of Canadian culture and services
ISSofBC’s CLB 4 classes are available online across the Lower Mainland, so eligible students can learn from home.
Online students can also access digital learning support, and eligible learners may be able to borrow a device if needed.
Who can join?
LINC is free for eligible newcomers. Before joining, students complete a language assessment to determine their Canadian Language Benchmark level.
If your assessment places you at CLB 4 and you meet the program eligibility requirements, you may be able to join one of the currently available online classes.
