Position:                          Assistant Manager

Welcome Centre and/or other locations as required  

Regular Full-Time position at 35 hours per week starting as soon as possible

Summary: Under the supervision of the Manager, provides managerial and administrative assistance and support in the day-to-day operations of the Job Quest program. Coordinates the delivery of individual and group employment counseling services under IRCC and BCSIS streams. Assists Manager-Job Quest in overseeing special projects where ISSofBC is subcontracted to see overall operations of the project. Assists the Manager in program recruitment initiatives, training/service delivery, workshop and project evaluations, reporting/administrative functions, scheduling and formulation/implementation of plans aimed at enhancing the project.


  • Supervises frontline service delivery program staff (up to 4 Career Facilitators and 1 Service Assistant) by performing activities such as overseeing training and providing day-to-day operational guidance, monitoring and supervision. Provides input into and conducts performance evaluations for staff. Oversees volunteers/practicums assigned to the program, as needed.
  • Co-ordinates the scheduling and deployment of staff for group sessions at ISSofBC site and at subcontractors/partners’ sites.
  • Reviews program client files to ensure files are completed and closed as per established procedures. As required, audits funder’s reporting system to ensure accuracy of data transferred.
  • Assists in crisis management and subsequent follow-up for high needs clients including co-ordinating interventions with appropriate agencies as required.
  • Monitors the progress of participants and consults with the Manager regarding any unresolved issues/problems.
  • Ensures that employment services and interventions provided are consistent with program objectives and funder’s prescribed process.
  • Provides input into development activities related to training curriculum, online resources on Moodle etc .
  • Provides programmatic support to a team of 4 Employer Relations Specialists responsible for running events: online or in person
  • Submits narrative and financial reports to the Manager for inclusion in program reports. Identifies service gaps and makes recommendations to address these issues.
  • In collaboration with the Manager, assists in program marketing, development of service enhancements and community partnerships. May assist in the preparation of funding proposals and the annual budget.
  • Performs other related duties as assigned.
  • Travels to 7 Job Quest locations as required.


University Degree, in a related discipline plus training in management or counseling, supplemented by at least two years of experience as a manager or supervisor, preferably in an employment-related sector; or an equivalent combination of education, training, and experience;

Skills and Abilities:

  • Broad knowledge of skills/occupational skills assessment and cross-cultural counseling;
  • Proven workshop and group facilitation skills;
  • Strong knowledge of labor market issues;
  • Excellent written communication and presentation skills in English,
  • Proven organizational and administrative skills;
  • Strong computer skills, including the use of Windows applications, databases, and current office software programs;
  • Strong interpersonal skills to deal with people from diverse backgrounds and at various levels of the organization;
  • Client-centred, service-oriented, and a team player;
  • Flexibility to deal with shifting priorities in a fast-paced environment;
  • Track record of meeting assigned goals with minimal supervision;
  • Ability to travel to other ISSoBC locations when required and work some evenings and/or weekends
  • Ability to pass and maintain a Criminal Record Check.

Role Salary Range:  $26.86 – $35.11  per hour

Expected Starting Range:  $26.86 – $28.51.  Dependent on education, training, experience, and internal equity. Wage grids are reviewed annually.
